After beginning as a Presidential Management Fellow under the George W. Bush Administration at the U.S. Department of Housing and Urban Development, he quickly established himself as a rising leader capable of managing complex projects and navigating large-scale organizational challenges. During his tenure, he helped create a multimillion-dollar marketing procurement process while leading the Real Estate Owned Division.
That trajectory continued when President Barack Obama appointed him Regional Administrator for the U.S. Small Business Administration’s Region IV, making him the first African American to serve in that role. Overseeing eight southeastern states, Butts helped deliver more than $30 billion in small-business lending while leading the agency through five consecutive record-breaking years.
For many executives, such an accomplishment would define a career.

For Butts, it became another stepping stone.

His reputation for strategic thinking and collaborative leadership earned the trust of governors, mayors, corporate executives, and civic leaders across Georgia. One of his most visible accomplishments came through his leadership of the Fort McPherson Local Redevelopment Authority.

Appointed by Governors Nathan Deal and Brian Kemp, Butts was tasked with overseeing the redevelopment of the former 487-acre military installation in southwest Atlanta. What was once a closed military base has evolved into one of the city’s most transformative economic projects, anchored by Tyler Perry Studios and serving as a catalyst for investment, job creation, and community revitalization.
